Ontario’s transition
Starting July 1, 2023, eligible communities will begin transitioning their Blue Box programs to the new extended producer responsibility framework under the Blue Box Regulation.

Join our Municipal Working Group
To support ongoing collaboration with municipalities, we have established a Municipal Working Group as a forum to share feedback, raise questions and directly engage with our team.

You only need to register once to attend all the Municipal Working Group meetings. Once registered, you will be sent a confirmation email from Zoom and can add all the meeting dates to your calendar.
Below you’ll find revised agreements for opt-in eligible communities for the period from your transition date until December 2025. These agreements will be used for 2024 and 2025 opt-in eligible communities. All revisions (visible in the comparison versions) will be added to the 2023 opt-in eligible community contracts through a Change Order.
Please note the following changes:

- The Residence and Facility (R&F) Statement of Work (SoW) has been modified to include Public Space. Therefore, there is no longer a separate Public Space SoW.

- Eligible communities with R&F, or R&F and depots.
- Eligible communities with only depots.

As requested by eligible communities, we have created a guidance document to support determining the deduction amount for Non-Eligible Source material at depots.
Please choose from the five methods provided in the guidance document and email your selection, including any required documentation, to operations@circularmaterials.ca. We will review your submission and contact you if any further documentation is required.
Once approved, the agreed upon Non-Eligible Source Usage Rate will be included as the Non-Eligible Source Deduction in section 3.3 of your Depot Statement of Work (SoW). If you already have an executed Depot SoW, a Change Order will be used to update the Non-Eligible Source Deduction in section 3.3.

A number of municipalities have asked for assistance to estimate payments under the Statements of Work. To support municipalities in estimating payments under each Statement of Work, we have prepared a Municipal Payment Calculation Model. By entering your data into the orange shaded cells (following the instructions in blue font) on the Residence – Facility Payment tab, Depot Payment tab and Public Space Payment tab, the annualized payment in your transition year and for each subsequent year will calculate automatically.
